First, you need a very wide aperture. Second, you need a shutter speed that is fast enough to freeze stellar motion. The third trick is to use a very high ISO so that the camera is extremely sensitive to subdued light. How high an ISO depends on the brightness of the night sky and the intensity of the lights in the foreground. Although the appropriate ISO setting varies, for a shot like this your ISO will probably be in the 1600 - 20000 range. With ISO settings this high you will need good software, and strong post-processing skills, to hide a lot of digital camera noise when you enhance your raw capture.
